Convert PBM to TIFF

TIFF's bilevel mode is what fax machines and document scanners have always used, so a PBM lands there naturally and stays small.

What is PBM?

One bit per pixel - black or white, nothing in between. The most minimal image format in common use, and still the right one for scanned documents, line art and anything headed into OCR or shape analysis. Photographs do not survive it.

What is TIFF?

The format print shops, scanners and archives run on. Lossless, capable of holding several images in one file, and old enough that everything in that world reads it. Files are large, which nobody in print has ever minded.
